Summary:

In the early 21st century, the Cold War between the American and Chinese Empires slogs on in a stalemate, but the peace is artificial—secretly enforced by an alien blockade that surrounds the planet.  Earth is caught in a territory struggle between two warring factions: the Empire and the Resistance.  Lacking harvestable talents, both groups classify Earthlings as Wasters, but hiding among them is a priceless weapon on the run, a Navigator named Ravil.  She possesses the power to move fleets across the galaxy and is determined to join the Resistance.

In the height of monsoon season, Ravil’s dying guardian drags her into a rundown bar in Bangkok, desperate to locate a replacement protector before he dies.  What they find, high and showering in a grungy public bathroom, is an ex-astronaut named Rake Arvrington.  When he spots them, he promptly offers sexual favors in exchange for money.  His proposition is interrupted when two thugs try to rob him.  As they watch, Rake kills the robbers, finishes his shower then strips the corpses and dumps them out the window.  Ravil takes this in with horrified disbelief.  Her guardian is certain Rake’s the one to help Ravil save the Resistance and beat the Empire, Ravil is certain her guardian is senile.
